What resources will the new departmental government of Salto use to launch its new government in July?

The OPP and the incoming Salto departmental government team reviewed funding, public works, and salaries ahead of Carlos Albisu's inauguration.

Amid the tours being conducted by the Office of Planning and Budget (OPP) in various departments across the country, a key meeting was held this Monday in Salto. There, national authorities met with representatives of the next departmental government team led by Mayor-elect Carlos Albisu.

The OPP's deputy director, economist Jorge Polgar, and the director of decentralization, Dr. José Manuel Arenas, along with the organization's technical advisors, participated on behalf of the incoming administration. Albisu and a group of collaborators, technicians, and representatives working on preparing for the new administration were present.

During the meeting, the main investment programs currently underway in the department were reviewed in detail. Many of them are financed with national contributions through tools such as the Interior Development Fund (FDI), the Subnational Development and Management Program (PDGS), and funds allocated for rural road infrastructure.

Albisu's team requested detailed information on active projects, financial commitments already made, and pending resources. The goal is to have a complete overview that will allow for planning the administration's start as smoothly as possible, minimizing disruptions during the transition.

One of the most sensitive issues addressed was the transfer system established in Article 214 of the Constitution, which regulates the transfer of funds from the national government to the municipalities. This allocation is key to covering current expenses, especially the payment of salaries and the daily operation of municipal services.

This aspect will continue to be monitored in future coordination efforts between the national and departmental teams, given its central role in the financial organization of the mayor's office.

At the end of the meeting, Carlos Albisu emphasized the importance of the meeting: "It is essential to have clear certainties from the outset to build a government that functions well from day one, being responsible and prioritizing what people really need."

The mayor-elect also added: "We need to know exactly what resources we'll have, how much margin we have for public works, services, and, above all, to meet salaries on time."
