Ghana convenes international summit on reparations for slavery

Ghana has confirmed the holding of an international summit on reparations for slavery, which will take place from June 17 to 19. This decision comes after the approval in March of a historic resolution by the United Nations General Assembly, promoted by the Ghanaian president, John Dramani Mahama. The resolution recognizes the trafficking and slavery of Africans as "the most serious crime against humanity."

The Ministry of Foreign Affairs of Ghana has issued a statement detailing that the conference aims to maintain the momentum generated by the resolution at the multilateral level. It seeks to provide a platform for participating States, world leaders, experts, historians, jurists and activists to discuss the next phase of the reparations agenda.

Discussions will focus on how to translate this resolution into an applicable global framework. The final document is expected to capture a collective effort to develop coordinated policy approaches, institutional frameworks and mechanisms that promote sustained international engagement.

The summit will bring together heads of State and Government, Foreign Ministers, academics, researchers and representatives of international and regional organizations. There will also be the participation of experts in restorative justice, who will provide their vision on the subject.

The General Assembly resolution reaffirms the "collective recognition of the deep and lasting repercussions" of the regimes of slavery and colonialism. Furthermore, it highlights the persistence of racial discrimination and neocolonialism that affect Africans and people of African descent throughout the world.

The text points out that the consequences of slavery and the transatlantic slave trade are manifested today in the form of structural racism, racial inequalities and socioeconomic disparities. These problems affect Africans and people of African descent in various parts of the world, evidencing the need to address these issues in a comprehensive manner.

The resolution also highlights the importance of the “immediate, unhindered and cost-free restitution of cultural property” to their countries of origin. It emphasizes the need for a global dialogue that moves beyond symbolic recognition, seeking to guarantee "legal responsibility" for slavery.

The text, which refers to the seating of blacks to the Spanish Crown in 1518, was approved within the framework of the International Day of Remembrance of the Victims of Slavery and the Transatlantic Slave Trade. During the vote, Israel, the United States and Argentina opposed it, while several European countries, such as Spain, Portugal, the United Kingdom, the Netherlands and Germany, chose to abstain.

Expectations and challenges at the summit

The summit in Ghana is presented as a crucial space to address reparations for slavery, an issue that has gained international relevance. The participation of leaders and experts from various disciplines will allow an exchange of ideas that could shape concrete policies.

The current political context, marked by a growing interest in social justice and equity, adds significant nuance to this summit. In several countries, the debate on reparations has gained ground, driven by social movements demanding recognition and justice for historical injustices.

However, the challenges are numerous. The implementation of reparation policies requires not only international consensus, but also a real commitment on the part of the countries involved. The resistance of some nations to accept historical responsibilities may complicate the advancement of the agenda.

The success of the summit will depend largely on the ability of participants to reach concrete agreements and establish a framework that will make progress in redressing past injustices. The international community is watching closely, hoping that this meeting will mark a milestone in the fight for justice and equity.

The Ghana summit comes against a backdrop of growing awareness of historical injustices and their impact today. Expectations are high, and the world will be attentive to the results that emerge from this meeting.

The summit will take place in Accra, the capital of Ghana.
